It will be hosted by Far Eastern University, with opening rites on July 11 at the Araneta Coliseum. The men's basketball tournament and the women's volleyball tournament will be aired by ABS-CBN's UHF Studio 23 for the tenth consecutive year.<br /><br />With ABS-CBN's contract to broadcast the UAAP expiring on March 31, 2010, two other TV networks are bidding for exclusive television rights for the league, although ABS-CBN has the right of first refusal. Solar Entertainment Corporation's sports section Solar Sports will join the bidding for the TV rights, with a Solar official naming GMA Network as another interested party. The UAAP has been broadcast by ABS-CBN for ten years already at their UHF station Studio 23.[1] UAAP president Anton Montinola said the league considers "to project the league not just nationally but also globally" due to "a lot of followers abroad, mostly alumni". Montinola further said the league has been satisfied with ABS-CBN's coverage of both the basketball and volleyball games; the volleyball tournament has even been moved from the first semester (July–October) to the second semester (November–March) to maximize the TV coverage.<br /><br />Confirming Solar's earlier revelation, GMA has joined the bidding, submitting theirs at a UAAP board meeting on March 19, 2009. In order to strengthen its position, ABS-CBN's bid includes airing the men's basketball championship series at their flagship VHF station Channel 2 instead of airing it on Studio 23, where ABS-CBN has aired the men's basketball tournament for the past nine seasons. Solar will air it on VHF C/S 9 of which they a block-timer. All three submitted five-year bids. GMA will air the games on its VHF channel Q.<br /><br />Despite the TV rights row on the Pacquiao-Hatton boxing bout between ABS-CBN on one hand and Solar Sports and GMA on the other, Solar has confirmed it will stand by their UAAP bid, with Solar offering a possible linkage either to ABS-CBN's The Filipino Channel (on which the games currently air) or to GMA Pinoy TV to air the games internationally. With ABS-CBN's current contract is worth P75 million, Montinola has expressed delight that "there are three TV networks that are very, very much interested to become our partner next season," noting that it is "the first time that this is happening." Gozon.<br /><br />The network’s nineteen partners represent sectors considered essential for ensuring fair and honest elections, including watchdog groups, print and web media, and telecommunications. Armin Luistro, the president of De la Salle University, said his school joined the partnership to help save democracy: "I share the belief that the 2010 elections is a very critical event that will spell the difference between complete de-democratization or a movement towards democratic deepening."<br /><br />Fresh from a Comelec meeting where he helped revive the poll automation project, Comelec Commissioner Rene Sarmiento declared, "I’m very sure that with this providential collaboration, a visionary one, many good things will happen with our country in 2010 and thereafter."<br /><br />Some institutions were familiar partners from previous elections, such as the AMA Education System which will reprise its quick-count role, the Philippine Daily Inquirer, the Philippine Center for Investigative Journalism, and the Catholic Media Network of radio stations nationwide.<br /><br />AMA Chairman Amable Aguiluz V said that they will be relaying up-to-the-minute updates on partial counting.<br /><br />“We will not just give you the unofficial and partial election results, we will give you the correct and true unofficial partial results and we will give it to you faster than you can say Kapuso," he said.<br /><br />Eleksyon 2010 also includes a historic number of universities, reflecting the importance of youth and new voters, who number nine million, more than in any previous election. Joining for the first time are youth groups Youth Vote Philippines and RockEd.<br /><br />“We’ve never really partnered up with anyone… but 2010 is just too important for us to remain fashionably rebellious so we have decided to partner up with GMA," said RockEd project director Erwin Romulo.<br /><br />The coming election season is marked as well by the growing prominence of the so-called “new media." Media professionals world-wide observed how the Internet helped decide the US elections last year, when Barack Obama skillfully harnessed the web to communicate with the grassroots, raise funds, and get out the vote.<br /><br />For the 2010 elections, even erstwhile rivals GMANews.TV and Inquirer.net agreed to cooperate for the sake of wider coverage. One was identified as Ruby Ramirez, 43, of Philippine Trade in Barangay Bulalo in Sultan Kudarat town in Maguindanao and owner of LC Omega Lechon Haus where the explosive was planted. The other was unidentified and known only to be mentally ill.<br /><br />Two of the victims died at the Cotabato City Emergency and Medical Specialist Hospital not long after the blast. One was identified as Prince Salem Cang Diaz, grand son of Patricio Diaz, former editor-in-chief of Cotabato-based The Mindanao Cross. The other was known only as Paulo Kahar.<br /><br />Noble, the fifth fatality, was a 32-year-old member of the Civilian Armed Forces Geographical Unit (Cafgu), officials said. He died at the Cotabato Regional and Medical Center (CRMC).<br /><br />Among those injured who were taken to the CRMC along Sinsuat Avenue were Jay C. Cergas, 29; his wife, Priscilyn, 27; and 3-year old son Vincent Jay.<br /><br />The others were identified as Datu Manod Abedin; Nestor Luna, 29; Rey Silo Callado, 38; Rosita Echavez; Sonny Ilian; Purificacion Alviar; Rodrigo Ominga; Mado Guiamad; Jocelyn Abdulla, 38; Ferdinand Benora, 27; Gramatica Purling; Mohammad Tipadan; Maricel Escanel, 29; Jerrimae Dapilan, 18; Junreil Sayre, 9; Danisa Sayre, 11; Joeffrey Sayre, 1; Giovanni Lomigcit, 19; Jayvil Joy Caida, 13; and Sgt. Freddie Millan, a CAFGU commander.<br /><br />Six victims who were rushed to the Cotabato City Emergency and Medical Specialist were identified as Aldrian Sinapilo, Amilil Kahabudin, Torla Arliechos, Jun Parcon, Weng Garcia, and Zacaria Ampang.<br /><br />Authorities arrested a still unidentified male they suspected to be the attacker, minutes after the blast, according to Cotabato City Mayor Muslimin Sema.<br /><br />The suspect was placed under the custody of the Cotabato City Police, Sema said.<br /><br /><br /><b>Terror attack</b><br /><br />Lt. Col. Jonathan Ponce, spokesperson of the Army’s 6th Infantry Division based in Maguindanao, said the explosion was obviously targeted at churchgoers.<br /><br />“They are no longer choosing their targets. They are targeting even the worshippers," he said.<br /><br />One churchgoer who identified himself only as Joel said: “There is no other motive why the group behind this attacked the Church. The explosive was meant to kill and inflict harm."<br /><br />Lt. Col. Romeo Brawner, chief of the Armed Forces’ Public Information Office, said suspected members of the Moro Islamic Liberation Front (MILF) staged the attack.<br /><br />“It is plainly terrorism kasi sa mga pagsabog na ginagawa sa populated areas, these are the signature of the SOG (special operations group) ng MILF," he told dzBB radio in an interview.<br /><br />MILF spokesperson Eid Kabalu also condemned the bombing and called for an independent investigation to find out who were really involved.<br /><br />“This handiwork of heartless people deserve to be condemned in the strongest terms.
